Form TE9, Witness Statement - Unpaid Penalty Charge (Parking ), is a statement completed by the vehicle owner who wants to dispute the Order for Recovery they were provided after paying or appealing a parking ticket charge. The registered owner of the car might have paid the charge already, appealed it, made appropriate representations, or has not received any notifications urging them to deal with the outstanding debt. In such an event, additional penalties may be eliminated if you are able to prove you have complied with necessary regulations and due process.

If you do not handle the Penalty Charge Notice within four weeks, you will be sent a Notice to Owner - this document obliges the offender to pay the parking ticket and gives them four more weeks to do it. The amount of money due will increase by 50% in case you ignore the new notice and you will receive a Charge Certificate. If you do not pay within two weeks, an Order for Recovery and Form TE9 will be mailed to your address. There are two options for you then: you either pay the penalty you owe or submit a Witness Statement to contest the allegations to the address indicated in the order.
