Official Form 423, Certification About a Financial Management Course , is an official bankruptcy form that came in effect on December 1, 2015 , replacing Official Form 23. The form was issued by the U.S. Bankruptcy Court and approved by the Judicial Conference.

Official Form 423 must be filed after completing a personal financial management course. Prior to filing for a bankruptcy case, most people take a credit counseling course to explore alternatives to bankruptcy and to learn about their rights. This course is sometimes referred to as a first bankruptcy course or a pre-petition course. Sometimes financial management course providers may notify the court about a debtor's completion of the requested course. In such a case, there's no need to complete this form.

An approved financial management course must be taken by individuals that have filed for bankruptcy. It is often called a second bankruptcy course or a pre-discharge debtor education course, the purpose of which is to teach you to deal wisely with your finances after bankruptcy. If there's a joint case, commonly a debtor and a spouse, both debtors need to take a financial management course and complete an Official Form 423.
Bankruptcy Form 423 has to be completed after filing for a bankruptcy case and within 60 days from the first meeting with your creditors.
