A Maine Notary Acknowledgment Form is needed in cases when there is a legal requirement for a notary public to authenticate the legitimacy of signatures within a document. This is not necessary for all documents of course, but there are documents out there (usually important ones) that would require such a process and this may well vary across states.
The notary public must be certain that the correct people have signed the document and the only way to do this is to cross-check them with an official form of identification.
