An OLCC Service Permit Application is a permit issued by the Oregon Liquor Control Commission (OLCC) to individuals who work in restaurants, bars, nightclubs, and similar businesses, and serve alcohol there. Oregon law requires several types of employees to have an OLCC Service Permit:
Those employees of a business with a liquor license who don't have an OLCC Server Permit are not allowed to sell or serve alcohol. However, if an employee sets up and clears tables, or checks IDs at the door, they don't need an OLCC permit. But if they collect money for alcohol, take orders for alcohol, then they need a permit.
Since May 2018, alcohol service permit applications are now processed exclusively through the state of Oregon government website. A fillable OLCC Permit is available for download below.
To get an OLCC Permit an applicant must create an account in a Service Permit Portal, a link to it can be found on the official website of the Oregon government. A few simple steps should be followed to receive a permit:
The application on the government portal consists of information that identifies the applicant, such as their name, social security number, full address (including zip code), date of birth, and ID. It also contains questions about whether an applicant was ever convicted of certain types of crimes. The commission can deny the application if a filer was convicted of:
Taking an approved OLCC Alcohol Server Education class is one of the requirements and every applicant should follow it. The commission allows applicants to take the required class in person or online. If an applicant took the class prior to applying for a permit, then the class results are valid for two years, within which a filer can apply for a permit.
A filer can only begin working after they get a temporary permit issued by the portal and they should always have a copy of it with them until they get their five-year permit. If OLCC denied or canceled a previous permit or application, an applicant should not work on a temporary permit until their five-year permit is granted.
If an applicant's first language is not English, then they are offered to take the test in other languages that include Simple Chinese, Complex Chinese, and Spanish.
If a filer's unexpired permit was lost, they can reapply for it through the Portal and get a replacement without a fee.
Receiving an OLCC Service Permit might take some time, as the commission reviews all of the applications and the period of waiting depends on the amount they need to process. When an OLCC Application is reviewed, a filer will get an email. If it's approved, then the email will contain a link to an applicant's temporary permit.
An Oregon OLCC Permit is valid for five years. To renew it, an applicant must take an Alcohol Server Education class again. A filer also can reapply for their permit before its expiration - up to six months prior to the expiration date.
