How to Register a Firearm in West Virginia?
The state does not require a permit to sell, purchase, rent, lend, or gift firearms as long as the buyer, lessee, of giftee claims that they are legally allowed to possess and carry weapons.

West Virginia residents that will need to travel out of state with their weapons will need to apply for a CHL. If approved, the applicant will be required to pay a fee of $15.00. The approved CHL will be valid for five years beginning on the date of issuance.

West Virginia does not require a notary public's certification for gun sales but it is generally a good idea to have a notary or witness to a sale in order to confirm the transaction has taken place.
