How to Sell a Vehicle in Washington State?

Once the Bill of Sale is completed and the ownership is transferred to the new owner, the seller has five days to notify the DoL about the sale. File Form TD-420-062, Vehicle Report of Sale in person or by mail to any vehicle licensing office, or do it online.

The buyer then has to apply for new registration and title. Submit the following documents to the local DoL office:

  1. Bill of Sale.
  2. Title (vehicle certificate of ownership) signed over by the previous owner. If the vehicle is less than ten years old, the Odometer Disclosure section on the title must be filled out.
  3. Form TD-420-001, Vehicle Title Application, signed in front of the licensing agent or notary public.
  4. Emissions testing report.

How to Sell a Boat in Washington State?

To release the interest in the vessel, the seller has to sign the certificate of title and give it to the buyer. It is required to complete Form TD-420-063, Vessel Report of Sale and mail it to the Department of Licensing, PO Box 9038, Olympia, WA 98507. This notice will release the seller from any liability for the watercraft.

The new owner of the boat has 15 days to file an application for a title and registration. The DoL has to receive the following documentation from the purchaser:

  1. Bill of Sale.
  2. Title (vessel certificate of ownership) signed over by the seller;
  3. Form TD-420-289, Vessel Title Application. It must be notarized or signed in front of the licensing agent who certifies the signature;
  4. Emissions testing report.

It is possible to appear in person or mail your forms and proof of paid taxes and fees to a licensing office.

Does a Bill of Sale Have to Be Notarized in Washington?

No, Form TD-420-065 does not require a notary public's certification but it is generally a good idea to have a notary or witness to a sale in order to confirm the transaction has taken place. This can save any potential trouble which might occur should the seller or buyer contest the transaction at a later date.
