The New Jersey firearm laws are among the strictest in the country. In order to purchase a rifle or a shotgun, a buyer has to obtain a lifetime purchaser identification card first. The same card is required for anyone who wants to buy handgun ammunition. If a buyer wants to purchase a handgun, another type of permit is required. This permit is issued for each handgun purchase and is valid for 90 days only. The buyer is not allowed to buy another handgun within 30 days of the first handgun purchase. The records of all handgun transfers are kept by the New Jersey State Police Firearms Investigation Unit (NJSP FIU). The registration of a newly obtained firearm is voluntary. Residents of New Jersey can buy a firearm either from a firearm dealer licensed by the state or from any private party who is a resident of New Jersey.
Whether the gun is obtained from a dealer or from a private individual, the prospective buyer is subject to a background check. The private seller conducts a background check through a federally licensed firearm dealer. In any case, a copy of the purchase permit must be sent to the NJSP FIU. The state authorities do not require the gun sellers to complete a bill of sale. However, many sellers and buyers prefer to fill it out in order to have a written record of the deal.
