What Is an Arkansas Generic Bill of Sale?

Does Arkansas Require a Bill of Sale?
The state of Arkansas has two specific government-issued Bill of Sale forms if you need to sell or buy a vehicle:
- A specific form issued by the Arkansas Department of Finance and Administration used for vehicles claimed as a tax credit as a result of the purchase of replacement vehicles;
- Form 10-313, Vehicle Bill of Sale/Odometer Disclosure Statement released by the same department and used for all other instances of vehicle transfer.
In all other cases - including the sale of firearms and boats - there are no uniform forms to use. A Generic Arkansas Bills of Sale has to comply with the following rules:
- Offer. The parties have actually reached the agreement to exchange the item for the money;
- Consideration. The document has to show the amount of money and preferably the payment method;
- Acceptance. Both parties sign the form to demonstrate they agree to be mutually bound to the terms and conditions listed in writing;
- Legal Intent. The buyer and the seller must be of age, legally capable, and not under an outside influence or force.
Does a Bill of Sale Have to be Notarized in Arkansas?
Few states actually require these forms to be notarized and Arkansas is not one of them . In order to be legally valid, the form has to contain all the required information related to the deal, and both the buyer and the seller have to sign the papers. After the documents are signed, the buyer needs to register the item in the appropriate department or agency and submit a copy of the Bill of Sale with all the required paperwork.
