CBP Form 3461, Entry/Immediate Delivery for ACE, is a form filled out when importing goods into the United States. It serves as a delivery authorization document. The old CBP Form 3461 was issued in October 2009 and consisted of a single page. CBP Form 3461ALT, Entry/Immediate Delivery, is one of the documents necessary for the proper import of cargo into the United States. This document is not available for download and digital filling online.
When importers bring goods into the U.S., they are required to submit a number of documents to furnish the CBP with all the required information. This information can be submitted in paper or electronically via the Automated Commercial Environment (ACE).
How to Fill Out CBP Form 3461?
CBP Form 3461C is a one-page document. It contains space for listing four more lines and two more bills of landing. Fill out the form as follows:
- Indicate 10-digit Harmonized Tariff Schedule (HTS) number. For Entry Type 23, provide at least two codes per line. If you do not have an HTS code, check "Commercial/Invoice" and provide a description of the goods.
- Fill out "Line Item Quantity" only for Entry Type 06. Otherwise, leave it blank.
- Indicate the date when the cargo was granted Privileged Foreign Status in "FTZ Filing Date" (for Entry Type 06 only).
- Enter the value of the line for each HTS code provided in "Value." The value must be in U.S. dollars and rounded off to the nearest whole dollar.
- Provide the country of origin using the International Organization for Standardization country code. Country of origin is the country where the merchandise was grown or manufactured. If the merchandise consists of materials produced in more than one country indicate the code of the country where it was last substantially transformed.
- In "Zone Status" check "P" for Privileged Foreign and "N" for Non-Privileged Foreign if your Entry Type is 06. Otherwise, skip this part.
- Choose one of the provided options in "Line Party Type." Select one of the available options in "BOL Type."
- Fill out "SCAC/Carrier ID" only if the cargo has arrived in the U.S. by means of vessel or air. Otherwise, leave it blank. If the merchandise arrived by air, provide the two-digit IATA alpha code that corresponds to the name of the airport that transported your goods into the U.S.
- Provide the entered quantity for each IT/BL/AWB in "Entered Quantity." The quantity reported is required to be at the most detailed level (the smallest exterior packaging unit).
- Indicate the appropriate code in "Unit of Measure."
