What Is PS Form 2976-ES?
PS Form 2976-ES, Small Customs Form Envelope - also known as the USPS Form 2876-ES - is a small plastic envelope, used to hold customs forms and other necessary paper and protect them. This envelope is designed for small parcels and is made of transparent plastic that keeps the contents visible.
The latest version of the form was released by the United States Postal Service (USPS) on April 1, 2016 , with previous editions still available for use. A printable PS Form 2976-ES is available for reference below or can be found through the USPS website.
This form is related to the PS Form 2976-E, Customs Declaration Envelope CP 91, which is an envelope for the customs forms necessary for a shipment, but is bigger and designed for larger parcels.
When to Use PS Form 2976-ES?
Customs forms are designed to contain the information about the sender, the destination of the package and a summary of contents of the parcel. They are required for all international parcels, as well as parcels sent to the Army Post Office (APO), the Fleet Post Office (FPO) or Diplomatic Post Office (DPO) destinations. This is done to facilitate the inspection at the border control of the accepting country. Customs forms are prepared in three copies: the first one is for the sender, the second if for the customs and the third one is kept at the post office for 30 days.
You will need the PS Form 2976-ES when mailing USPS customs forms (PS Form 2976, PS Form 2976-A, PS Form 2976-B, and PS Form 2976-R) and the PS Form 6182 and if the parcel you're mailing is too small for the PS Form 2976-E.
Two copies of completed customs form with other required documents, such as commercial invoice, are put into the envelope and affixed to the address side of the package. The envelope should not be folded or wrapped around the package.
The appropriate customs form is determined by the mailing service the parcel is sent with:
- Small packages sent via the First-Class Mail International, First-Class Package International Service items, M-bags, and certain Priority Mail Express International items require the PS Form 2976, Customs Declaration CN 22 (Sender's Declaration).
- PS Form 2976-A, Customs Declaration and Dispatch Note CP 72 should be used for all Priority Mail International shipments, except packages, destined to military mail within the U.S.Territories.
- For all Priority Mail Express International Items and for Priority Mail Express items mailed to Army Post Office (APO), Fleet Post Office (FPO) or Diplomatic Post Office (DPO) destinations the PS Form 2976-B is necessary.
Since the PS Form 2976-ES is designed for customs forms, if no customs forms are required - the envelope is also unnecessary. If the package contains only non-negotiable documents or correspondence, weighs under 16 ounces and is being sent with First-Class Mail International service, no customs forms are required.
How to Order PS Form 2976-ES?
The PS Form 2976-ES can be ordered from the USPS online store or picked up at a post office. The envelopes are delivered in packs of 10, the minimum order is one pack and the maximum order is 5 packs, that is 50 envelopes. The order will be delivered by Standard post in 3-5 days free of charge.
